Safety Harbor is a community of 17,800 people, situated on the eastern shores of Old Tampa Bay in Pinellas County. The waterfront areas of this charming town have retained much of the early ambience and are the focal point for a residential and commercial resurgence.

A program embraced by locals is the $50,000 “Penny for Pinellas” town beautification plan that provides matching funds for citizen initiated improvements. Some recent practical uses of the program have seen new entryway signs, irrigation systems and improved lighting in parks and residential areas. Other projects of a more aesthetic nature have resulted in better entryway displays or common area improvements that include plants, shrubs, painting or repairing of existing walls, and planters, which are outside the City’s normal funding allocation.

The first recorded visit by Europeans was when the Spanish explorer Navarez came to Safety harbor in 1528. He was followed by Hernando de Soto who came in 1539 seeking the mythical fountain of youth and he believed the pristine waters flowing from the natural springs here had curative qualities. Espiritu Santo Springs, as he named them, are today the famous Safety Harbor Resort and Spa, that attracts visitors from all over the world who come seeking the same elusive prize as de Soto---health and vitality.
A French naval surgeon, Count Odet Philippe, was the first European to live in the area when he built a home here in 1823 on the site that is now the 122 acre Philippe Park we suggested you visit previously. Count Odet is also credited with introducing citrus crops to the area.
Incorporated in1917 the City of Safety Harbor operates under the Commission Manager form of government. Five elected Commissioners, one of whom is also elected to act as Mayor, appoint a City Manager as the chief administrative officer of the City. The Mayor and City Commissioners serve a three (3) year term. The Mayor and one (1) Commissioner are elected one (1) year and three (3) Commissioners are elected the following year.

The Pinellas County School District is among the largest in the state of Florida, and one of the largest employers in the region. With 150,000 pupils enrolled in various institutions throughout the County---including “exceptional” schools and adult schools---all based on a program of free choice selection, there is a school to suit every educational need. And after completing high school, Safety Harbor students can attend one of the many fine colleges and universities in the area. Tampa has two excellent Universities—the University of Tampa and the 27,000 student University of Southern Florida. Both have excellent graduate programs.
Pinellas County is also a manufacturing center for electronic goods, ranking number two in Florida for manufacturing employment. Pinellas has the majority of the medical manufacturing industry segment in the Gulf Coast to Space Coast high tech corridor. A corridor many say is leading the world in many areas of medical research and manufacture.
